The game features a reimagined version of Captain Commando, a character who was originally a fictional spokesman used by Capcom to address the player in the packaging and manuals of his first console games. The game takes place in a futuristic version of Metro City, the Final Fight scenario, and has several loose ties with the characters and arrangements of that game.

The story takes place in the same metro encountered in Final Fight, but in 2026 and stages Captain Commando and the Commando Team in pursuit of Scumocide in various levels.

  • Captain Commando: Head of the Commando Team, he is not only strong but also clever. He wears an energy glove capable of producing discharges of fire and electricity. The name "Captain Commando" comes from the two syllables of the word Capcom, Captain Commando.
  • Mack the Knife: An alien warrior. He attacks quickly with his two special knives capable of melting his enemies. "Mack the Knife" is based on a 1950s song by Louis Armstrong called Mack the Knife.
  • Baby Head: A baby who drives a robot that he created himself. His robot is both strong and agile.
  • Ginzu the Ninja: A master of the Ninjitsu. He is very agile and can cut his enemies in half with a single saber stroke. The name "Ginzu the Ninja" is based on the name of the brand of kitchen knives Ginsu famous in the 1970s through advertising campaigns. The name "Sho" is based on that of Sho Kosugi, a popular martial actor and artist in the 1980s.
